Instructions
- Prepare the Ingredients: Cook the rice according to package instructions and let it cool (day-old rice preferred). Finely chop the onion and garlic to create a flavorful base.
- Brown the Ground Beef: In a large skillet over medium heat, sauté the ground beef with chopped onions and garlic until the meat is fully browned and the onions are translucent. Drain any excess fat to prevent greasiness.
- Combine the Mixture: Mix the cooked rice, browned beef mixture, tomato sauce, frozen mixed vegetables, and seasonings (salt, pepper, paprika or Italian seasoning) together in the skillet or a large bowl for even distribution.
- Add Cheese and Milk: Stir in the milk or cream along with most of the shredded cheddar and mozzarella cheese, reserving some cheese for topping.
- Bake to Perfection: Transfer the combined mixture to a greased baking dish. Sprinkle the remaining cheese evenly on top. Bake in a preheated oven at 350°F (175°C) for 20-25 minutes until bubbly and golden brown on top.
- Rest Before Serving: Let the casserole sit for 5-10 minutes after baking to firm up and allow flavors to meld before serving.
